For Pct. 4 Commissioner Joe Don Dockery something as simple as learning to properly use a tourniquet could be the difference between life and death.

“They're simple to use,” Dockery said. “You can tell they're very effective.”

He and fellow Pct. 3 Commissioner Billy Wall invited their roads and bridges crews Jan. 27 to participate in free emergency training provided by Air Evac personnel. …
